In 1970, New York Assemblyman Andrew Stein attempted to get the state legislature to back a bill that would allow state residents to refuse to serve in a battle zone unless war had been declared by Congress. This was a direct attack on the legality of the Vietnam War. This scarce 2 1/4 inch celluloid is from that effort and is in excellent condition.
