Theodore Roosevelt is the puppet master and Tsar Nicholas of Russia and Emperor Meiji of Japan. TR negotiated the peace that ended the war in 1905. This 3 1/2 by 5 1/2 inch postcard was printed in France as a commentary on the treaty. Slight scuff top.
