It's Dwight Eisenhower. And Dick Nixon. We used to think this pin referred to Indiana congressman Charlie Halleck. But we now lean toward Charlie being Charles McWhorter, president of the Young Republicans in 1956 and chief of staff for Vice President Richard Nixon from 1957-1961. A very scarce and little bit mysterious 2 1/4 inch celluloid, excellent condition. A fellow collector whose father knew McWhorter said McWhorter personally gave him one of these pins, which were worn by McWhorter's Young Republican staff members at a dinner honoring McWhorter for his role in the 1956 campaign.
