Frank Orren Lowden was governor of Illinois from 1917 to 1921. He attracted national attention for lowering taxes, defending the death penalty and supporting the war effort during World War I. In both 1920 and 1928 he was a Republican presidential hopeful; in 1924 he turned down the vice presidency, which went to Charles Dawes. This scarce 7/8 inch celluloid with Whitehead and Hoag back paper is excellent.
